Notice of Renewal of NJDEP Title V Operating Permit at the
Edward J. Patten Water Reclamation Center

In accordance with the New Jersey Statutes Annotates (N.J.S.A.) 13:1D-157 and the New Jersey Department of Environmental Protection (NJDEP) Administrative Order 2021-25 (AO 2021-25), the Middlesex County Utilities Authority (MCUA) will hold a virtual Public Information Session as part of renewing its NJDEP Title V Operating Permit (Program Interest Number 18093) for the Edward J. Patten Water Reclamation Center located at 2571 Main Street Ext., Sayreville, New Jersey. 

The Public Information Session will be held virtually on Teams on June 29, 2023, from 6:00 pm to 8:00 pm or until all attendees’ comments have been recorded.  Instructions on how to register for and join the meeting are available at https://www.mcua.com/about-us/public-meetings-minutes/.  During the virtual session, the MCUA will receive oral and/or written comments on its Title V Operating Permit renewal. 

The Title V Operating Permit was first approved on December 10, 2004 and has been renewed every five years.  The current permit expired on December 9, 2019 and has been operating under a permit shield.  The proposed Title V Operating Permit renewal requests minor modifications to the facility’s existing permit, which do not impact the proposed emission limits.  Upon NJDEP approval of this renewal, the Title V Operating Permit will be renewed for five years from the approval date.

Concurrent with this notice, the MCUA will also receive and consider written comments on the proposed Title V Operating Permit renewal for a sixty-day period starting on Tuesday, May 23, 2023, and ending on Saturday, July 22, 2023.  Comments can be submitted via electronic mail to PublicHearingJune2023@mcua.com or via United States Postal Service to:
