Environmental Assessment Adoption Melrose Sanitary Sewer Pump Station Replacement Project and Preliminary Finding of No Significant Impact

The Environmental Protection Agency (EPA) has prepared an Environmental Assessment (EA) Adoption and Preliminary Finding of No Significant Impact (FONSI) for public review and comment for 30 calendar days before making the decision on whether, and if so how, to proceed with a proposed action. EPA is proposing to adopt the Final EA approved by the U.S. Department of Housing and Urban Development (HUD) on January 30, 2026. EPA is proposing the issuance of a Community Grant award to the Borough of Sayreville for Melrose Sanitary Sewer Pump Station Replacement Project. The project components would include demolition of the existing active municipal sewage pump station building and the construction of a new building, pump station infrastructure, and force main. Congress appropriated $959,752 million earmarked for the Borough of Sayreville under the Consolidated Appropriations Act, 2024 (P.L. 118-42) to Melrose Sanitary Sewer Pump Station Replacement Project.

EPA has conducted an independent review and evaluation of HUD’s EA and FONSI for the Melrose Pump Station Improvement Project and concurs there will not be significant effects to resources as a result of implementing the Proposed Action. However, EPA will consider public and agency comments prior to making its decision regarding implementation of the proposed project. After evaluating any comments received, EPA will make a final decision. The preliminary decision and finding will become final after the 30-day comment period expires if no new significant information is provided to alter this finding.

The Preliminary EA Adoption and FONSI and supporting documentation is available for download from EPA’s NEPA Compliance Database at https://cdxapps.epa.gov/cdx-enepa-II/public/action/nepa/search. Questions and public comments may be sent to: EPA Region 2 Environmental Review Section at Region2_EnvReviews@epa.gov, on or prior to August 17, 2026.
