The Home Improvement Contractor Registration
requirements are effective starting January 1, 2006. Beginning on this
date, construction permits may not be issued to any Home Improvement
Contractor who is not registered with the Division of Community Affairs.

The Division of Consumer Affairs has issued
every registered contractor a wallet card of proof of registration.
Prior to the issuance of a construction permit for a home improvement
project, it will be necessary for the permit applicant to present
verification of his registration. The contractor must present his wallet
card and his certification number must be recorded on the permit
application. There are, however, certain instances and types of projects
where the contractor is not required to be certified. Any permit
applicant who is claiming an exemption shall identify the exemption
being claimed in place of the registration number. When a contractor is
claiming the "license trade" exemption, his license trade
number should also be recorded in the appropriate section of the permit
application.
